Kuler is a free online application from Adobe for exploring, sharing and creating colour schemes. It is easy to use and is fully integrated with the creative suite. It has a useful search box that will search the Kuler community for themes tagged with keywords, i.e. water.

There is a short informative instructional video on Adobe TV that provides a starting point and a brief overview of the application.

You can create schemes and save these either publicly for sharing with others or privately. You can create a scheme using the colour wheel where you can set the colour rules to be observed i.e. complementary etc.
